Citations & URNs

Internal database IDs change across re-imports. URNs are the stable handle for agents, notes, and share links.

sutraya:<scheme>/<workRef>[:<position>][#<anchor>]

Piece	Meaning
`scheme`	Upstream namespace (`sc`, `cbeta`, `84000`, `gretil`, `work`, …)
`workRef`	Upstream work id or slug
`position`	Passage position (colon-separated)
`anchor`	Optional fragment

Position uses : because some upstream ids already contain . (e.g. sn12.2).
